Name of Project: Supply and Delivery of Medical Equipment for Guadalcanal Province AHCs.

  1. The Ministry of Health and Medical Services (MHMS) wishes to invite interested eligible qualified suppliers to submit tenders for the Supply and delivery of Medical Equipment for the Ministry of Health and Medical Services. The goods are to be delivered to the National Medical Stores at Ranadi. This is specified in the attached Technical Specification and Schedule of Requirement.
  2. Evaluation and award of contract will be on the basis of substantially responsive lowest price tender. Full details for these items are provided in the attached Technical Specifications and Schedule of Requirements.
  3. Bidding will be conducted through the Competitive Tendering procedure specified in the Procurement Regulations 2021, the SIG Financial Instructions 2013 and the Procurement and Contract Administration Manual and is open to all eligible Tenderers.
  4. To be eligible for evaluation a tenderer must meet the following criteria:

Mandatory Preliminary Evaluation Requirements:

  • Submit a signed Form of Tender provided in the tender document
  • Comply with the bid validity period of 90 days
  • Quote for all items on tender

Other Preliminary Evaluation Requirements

  • Have a Tax Identification Number (TIN) issued by the Internal Revenue Division of MOFT
  • Be registered with Company Haus of the Ministry of Commerce, Industries, Labour, and Immigration.

5. To qualify for award, a tenderer must meet the Purchaser’s experience, delivery, and support requirements, as follows:

    • Have been in the business of supply of the goods or similar goods during the immediate preceding period of three years and have within the immediate preceding period of 3 years, successfully completed at least one contract for the supply of goods of similar size, technical complexity and condition and delivery of the goods to a similar location.
    • Provide manufacturer authorisation certificates or at least genuine brochures of the Medical Equipment to be supplied.
    • Comply with minimum technical specifications indicated the tender document

    • Total annual volume of supplies made in the last two years of a minimum of twice the total contract sum quoted
    • Reference letters from the successful previous supply and delivery of goods of similar nature in the past three years,
    • Financial reports for the last two years: balance sheet, profit and loss statements, auditors’ reports, etc. List them below and attach copies
    • Sales and it is sufficient if the business has been operational for the three years specified
    • Minimum warranty period of 12 months.

6. A complete set of Tender documents in English may be obtained by applying by email to the Tender Administrator at a) below, during normal working hours.

7. All Tenders in one original plus one copy, properly filled in, and enclosed in plain envelopes must be delivered to the address b) Tenders shall be valid for a period of 120 days after the deadline of Tender submission. Tenders will be opened promptly thereafter in public and in the presence of the Tenderers’ representatives who choose to attend at the address in c) below. Late or incomplete tenders shall not be accepted.

8. Take note that any attempt by a tenderer to influence the award of the tender in favour of any tenderer will lead to disqualification of that tenderer and may lead to criminal proceedings.
