Vanuatu Government announces new National Dev't contracts for 2023

Vanuatu Prime Minister (PM) Ishmael Kalsakau this week outlined the new Government’s national and provincial priorities for the years 2022 to 2026.

Ceasing Bislama language from the education system, reviewing minimum wage and increase according to standard of cost of living, and reforming the national airline, Air Vanuatu, are some of the priority targets.

For Air Vanuatu, a special taskforce is to be set up to investigate and analyse options to reset, outsource or sell majority shares to private company.

Investigate and repeal improper appointments under the former Public Service Commission (PSC), review government machinery as well as vehicle and housing polices as part of the Public Sector Reform.

Appointment of task forces to investigate Shipping Registry, the Financial Intelligence Unit (FIU), Milai Contract, all contracts issued under SOE regulations, issues within the Police and Public Prosecutor, and issuance of diplomatic passports and appointments.

The governments wants to create a medical insurance for its workforce, correct faults and failures of the Citizenship Program, review Labor Mobility Programs to meet national needs, review Foreign Policy and trade concerns.

For Political Reform, it wants to amend articles 4 and 5 of the Constitution, pass the political party integrity bill and endorse a national referendum.

Other targets are enhancing access to increased climate change and PACER Plus funds, review of minimum standard care within Port Via hospital and health care centers, and appointment of chair and board members of all statutory and non-statutory bodies.

Provincial priorities focus on areas like infrastructure, telecommunication, education, water supply systems, health, fisheries, maritime, financial services and value added projects. They are listed according to each province.

Priorities for TORBA include renovation of all existing dispensary buildings on all islands, upgrade airports and airstrips, purchase of a full provincial fleet, general road maintenance and upgrade of telecommunication in schools.

Investigations into alleged misappropriation within Loh Area Council and illegal coconut harvesting are also considered priorities.

For SANMA, maintenance of all existing main roads on Santo, Luganville and outer islands, new machineries for Big Bay Area, beautification of Luganville, tar sealing of Lorevilko road to Matantas, and proposed new roads.

Health priorities for PENAMA Province are establishing a dispensary at Lwamemeh CP2 and renovating Melsisi Mini Hospital, Pangi Health Centre and Ranmawot Dispensary, construction of new buildings, staff houses, water supply and sanitation, as well as renovation of school facilities at Melsisi and Ranwadi.

Other priorities include new main and feeder roads for Central Pentecost, extension of Lonore Airport to accommodate ATR, Area Council Headquarter upgrades and water supply feasibility studies and engineering designs for Londar community.

For MALAMPA, a full maintenance on the entire road networks on the island of Paama is needed, upgrade of Liro Health Centre and Lehili Dispensary, create a water supply system from Oisal up to ash plain using RAM pumps and then following road back to west and north Ambrym, and bury roads dug out by creeks from La Nina in southeast, north and west Ambrym.

The priorities include an upgrade Lamap Airstrip to all weather condition and Lamap Mini Hospital to include dental services, install seawall and Vodafone tower at Akhamb island, upgrade roads on Malekula, complete south Malekula Hydrographic survey, and revive Metenesel Cocoa Plantation Project.

For SHEFA Province, feeder roads for Epi from Votlo to Kiosk, maintenance and upgrade Valesdir to Kampani/Bosao and Votlo to Mafilau.

Upgrade Valesdir Airport and renovation of existing terminal, construction of new warehouses at four Area Councils.

Upgrade of Silimauri Health Centre, Kamalampa Aid Post and Tavalapa Dispensary on Tongoa, Pele Airport, Nambangasale Junior Secondary, Ere, Nottage, Lemboroe, Lecanon, Katudaula and Naworaone primary schools are priorities; as well as the construction of new warehouse and a multi-purpose sports complex, renovation of area council headquarter, road maintenances and upgrades.

On Efate, road maintenance and upgrade at areas like Blacksands, Prima, Salili, Erangorango, Melemaat road, snake hill, Erakor Bridge to Erakor village, Etas road, Club Hippique, Samasama and others. Opening clinics in each ward in Port Vila and in big schools, every clinic must have a doctor, establish police posts and markets in each ward and civil status and immigration services.

The government intends to relocate the Fuel and Gas Depot to rural areas for safety reasons, equip VCH with a CT Scan and dialysis equipment, establishment of Mama’s cooperative in town and a local financial facility for women, as well as financial support for people with special needs.

Priorities for TAFEA include water supply projects for Ipaitarafa, Lamakaun, Lamitatal and east Tanna, construction of new wharf on Erromango, upgrade public and feeder roads in all islands, installation of NAVAIDS and mooring at all main anchorages, establish market for timber in Tanna, support projects for cattle in Ipota and establish a tourism project in Aniwa Lagoon.
