Tender Security

A Re-fundable fee of K500, 000.00 Bank Cheque must be submitted with the Bids as Tender security. Any Tender submitted without the respective Tender Security will be REJECTED after the Opening of the Bids.

Availability of Bid Documents

Bid Documents will be made available from Tuesday 21st July 2020. NOTE: Bid Documents will not be made available after the 31st July 2020 one (1) week before the closing date.

Tender Document Fee

A non-refundable fee of Seven Thousand Kina (PGK7, 000.00) in the form of cash or Bank Cheque payable to National Procurement Commission.

Tender Validity Period

One Hundred and Twenty (120) Days.

Instruction to Bidders:

  • • Interested Bidders must arrange with their Agent (s) or a Courier firm of their choice to pick up tender documents and similar arrangements must be done for the lodgement of their bid (s).
  • • Bidders must clearly address the outer envelope containing their bid with the address as indicated above in the Bid Delivery Place and marked with the Tender number, Description of the Project, Closing Date and Time.
  • • All bidders MUST provide copies of Current IPA Certificate of Incorporation to evidence of complying with company registration Laws.
  • • All Bidders MUST provide copies of Certificate of Compliance (COC), Tax Identification Number plus Consolidated Statement of Accounts.
  • • Bank Statement, Audit Reports, A Blank Guarantee specific in the Tender Document made payable to National Procurement Commission will be required as a performance Security and Advance Payment against the Contract. 
  • • National Procurement Commission will not be held liable for any mishandling.
  • • Section 48 of the National Procurement Act 2018 – National Preservation and Restrictions.

(3) A Procurement-

(a) with a value estimated by the Commission of up to K10,000,000.00 shall have a technical evaluation requirement that is open to public tender only for National Companies and citizens with capacity to undertake or provide the goods, works or services; and

(b) with a value estimated by the Commission of greater than K10,000,000.00 but less than K30,000,000.00 shall have the technical evaluation requirement that is open to public tender only;

i. so that at least 50 percent of the value of the procurement is to be undertaken by the National Companies and citizens with the capacity to undertake or provide the goods, works or services; or

ii. in the case of a partnership, so that at least 50 percent of the partnership is held by the National Companies and citizens with the capacity to undertake or provide the goods, works and services; and 

(c) With a value estimated by the Commission of equal to or greater than K30, 000,000.00 shall have a technical evaluation requirement that is open to public tender by all companies and persons.

  • • National Procurement Act 2018 provisions shall prevail in this Tender.
