INSTRUCTION TO BIDDERS

Scope

The scope of this Expression of Interest (EOI) is to identify/engage the services of competent traveling agencies that could provide and facilitate the provision of travel arrangement mainly in relation to the follow:

  1. Airline ticketing
  2. Hotel accommodation where required; for example; overseas travel where accommodation can be paid online on behalf of the Internal Revenue Commission (IRC) then the Agent can invoice the IRC later; and
  3. Other related services to employees and appointed consultants attending official business travel for the IRC.

Selection Criteria

Information about the Tenderer’s Technical Capacity to be included in the submission:

  • Evidence of IATA registration and / or certification
  • Refer to RFQ for compliance requirements on page one

Terms of Reference

  1. Accredited IARA travel agency
  2. Employs competent, experienced and IATA certified travel consultants, especially in ticketing and fare computations
  3. Travel agency shall provide travel services at least from 08:00hrs to 18:00hrs during working days. In addition, travel agents shall provide for 24 hours a day “emergency” service as well as for services during weekends and official holidays where emergency travel service is required. Travel agent shall always be reachable by phone.
  4. Official travel maybe required to be organized on short notice or urgent travel services in times where the IRC is still awaiting release of funds up to but nomore than K10,000.00 where urgent travel is required, thereby placing a premium on efficiency and rapid communication in handling all travel related matters. The travel agency shall also be required to devote all travel related matters. The travel agency shall also be required to devote at least one or two personnel providing dedicated services to the travel needs of IRC. The Curriculum Vitae of the selected persons are to be submitted with the bid.
  5. Travel agencies shall also be able to secure airfares and accommodation where required, especially for overseas travel where accommodation can be paid online but the IRC would not be able to.
  6. Travel agencies shall only act on travel requests for official travel submitted by the identified responsible staff of the IRC.
  7. The maximum credit period in which the IRC will effect payment is 30 days from submission of invoice by the respective travel agency.
  8. For all travel requests, the travel agency shall make provisional bookings, prepare appropriate itenaries of possible quotes and formal quotations based on the lowest fare and most direct and convenient routing.
  9. Travel agencies are to make sure that all re-imbursement of flight cancellations are processed through the respective Airlines.
  10. Travel Agencies shall assist the IRC’s travelers with necessary visas, if required.

Contents of Submission

  1. All bids must be submitted together with the RFQ.
  2. All bids must be received by date and time indicated in the timetable and sent back to Paul Fahey Toll at the IRC Procurement Section on Level 3 or emailed to him on email address: tollp@irc.gov.pg
  3. Late bidders will be rejected

Period during which bids are binding

Bids must remain valid for a period of 30 days after the deadline for submission. Any bidder who quotes a shorter validity period will be rejected.

In exceptional circumstances the IRC may request that bidders extend the validity of tenders for a specific period. Such requests and responses to them must be made in writing. A bidder may refuse to comply with such a request. However his bid will no longer be considered. If the bidder decides to accede to the extension, he/she may not modify his/her tender.

The successful bidder must maintain his/her tender for a further 15 days from the date of the notification of award.
