The World Bank is an international development organization and works in over 100 countries worldwide. The World Bank Group has been working in Solomon Islands since 1978. In 2008 The World Bank opened, for the first time, an office in the Solomon Islands, and is now operating programs across, health, energy, rural development and telecommunications.

The World Bank Health team works primarily with the Finance Unit of the Ministry of Health and Medical Services (MHMS) to improve Public Financial Management (PFM), with the aim of improving resource management to achieve more efficient, equitable and quality health services across the country. To assist this, the World Bank health team currently has a small three people team, in country and working remotely in Australia. We are seeking to complement the team with a financing specialist who will work in the Honiara office.


The financing specialist is an integral member of the World Bank team in Honiara and works closely with World Bank colleagues in other locations, with the MHMS, and with other sectorial stakeholders. He/She will be responsible for (1) develop and maintain strong understanding of the health financing and delivery system in Solomon Islands, including specific features of small island state health systems and operating contexts, which constrain equitable and efficient service delivery. (2) develop and maintain a strong understanding of the budget process and broader PGM system and reforms underway in Solomon Islands and through this help to build strong links between MHMS and the Ministries of Finance, Planning (and others where needed e.g. Public Service, Prime Ministers Office); and (3) contribute to broader analytical work in the sector, including other World Bank analytical and advisory work in health and other sectors, as requested by the TTL and Country Management.


  • Master’s degree in economics; finance; accounting; health; service management or related discipline.
  • A minimum of 5 years of experience in economics; finance; accounting role will be strongly preferred in either the public or private sectors.
  • Good analytical skills and track record of teamwork and ability to produce quality results and outputs under pressure with minimal supervision.
  • Capacity for critical/analytical thinking a willingness to assist in driving change to improve services provision.
  • Strong Microsoft Word, Excel and PowerPoint skills.
  • Good communication, presentation and interpersonal skills, strong written English skills and including ability to communicate and work with a range of key stakeholders including but not limited to Solomon Islands Government ministries, development partners, civil society groups, and others.
