[Call for Expression of Interest:]

The Ministry of Mines, Energy and Rural Electrification (MMERE) is one of the technical and resource sector Ministry of the Government of Solomon Islands responsible for the Geological Sciences, Minerals, Petroleum, Water and Energy Resources Development and Management as well as in the mitigation against emission of Greenhouse Gases and Ozone Layer Depleting Substances into the atmosphere. The Ministry’s functions are being executed by the Geological Survey, Mines and Minerals, Water Resources, Petroleum Exploration and the Energy Divisions and supported by the Corporate Services.

The MMERE is currently implementing its three (3) years Corporate Plan (2016 – 2018) and is coming to its natural end. It is therefore our intention to review the following Corporate Plan.

 

The MMERE is calling for the expression of Interests on the following tasks; 

 

1.0 Corporate Plan 2016 – 2018 Assessment Review & Formulation of Corporate Plan 2019 -2021

    1.1 Carryout a review of the current Corporate Plan 2016-18, 

    1.2 Lead the consultations and assessment of inputs, and development of the new Corporate Plan.

 

On 1.1, the following actions needs to be taken into considerations;

[REGARDING REVIEW OF MMERE CORPORATION PLAN 2016 – 2018]

  1. Consult during the whole process with MMERE Technical and Corporate Divisions including the MMERE Executive Management, Mines Division, Energy Division, Geology Division, Petroleum Division, Water Resources Division and the Corporate Services Unit, any other Project and Associate staff. 

 

  1. Consult during the process as appropriate with relevant MMERE external stakeholders such as the Ministry of Public Services; Ministry of Development Planning and Aid Coordination; Ministry of Finance and Treasury; SIEA; SIWA, donors and development partners, etc. ; 

 

  1. Assess the process of developing the Corporate Plan (including preparation, internal and external consultations, etc.)and identify any issues, gaps, etc.;

 

  1. Asses the structure /format of the Corporate Plan and Identify any issues, gaps, etc.; 

 

  1. Asses in detail implementation progress of the Corporate Plan (e.g. work carried out; in progress; delayed, cancelled); 

 

  1. Assess the Corporate Plan’s reflection of higher level planning including the longer term strategic framework of the National Development Strategy (NDS) 2016 – 2035, medium term strategies (included in relevant sector and provincial development plans) and more immediate programs and projects included in the Medium Term Development Plan (MTDP) 2016 – 2020 and the annual development budget and identify possibly issues, gaps, etc.; 

 

  1. Assess the Corporate Plan’s integration into MMERE Lower Level planning (including yearly as well divisional works plans, programs and projects) and identify possibly issues, gaps, etc.; 

 

  1. Plan one consultation workshop (1/2day) on implementation progress of the Corporate Plan 2016 – 2018, facilitate and record feed-back from participants; and

 

  1. Provide recommendations on how identified issues, gaps, etc. can be addressed in the new Corporate Plan 2019 – 2021 specifically, and MMERE corporate planning, budgeting, resourcing, implementation, coordination, monitoring, and evaluation in general.

 

On 1.2, the following actions needs to be taken into considerations;

  1. Consult during the whole process with MMERE Technical and Corporate Divisions including the MMERE Executive Management, Mines Division, Energy Division, Geology Division, Petroleum Division, Water Resources Division and the Corporate Services Unit, any other Project and Associated staff.

 

  1. Consult during the process as appropriate with relevant MMERE external stakeholders such as the Ministry of Public Service; Ministry of Development Planning and Aid Coordination; Ministry of Finance and Treasury; Solomon Islands Electricity Authority, Solomon Islands Water Authority;

 

  1. Consider higher level including the longer term Strategic framework of the National Development Strategy (NDS) 2016 – 2035, medium term strategies (included in relevant Sector/SOE development plans) and more immediate programs and projects included in the Medium Term Development Plan (MTDP) 2016 – 2020 and the annual  development budget;

 

  1. Propose and facilitate agreement on a specific template for the Corporate Plan 2019 – 2021 including a Results and Resources Framework table (e.g. outputs (baseline and indicators including on gender aspects), output targets (by frequency of data collection), key activities, responsible parties, time-line, costs, etc.

 

  1. Based on the above mentioned (including the findings and recommendations from the review of the MMERE Corporate Plan 2016 – 2018) prepare a draft Corporate Plan 2019 – 2021; 

 

  1. Plan two consultation workshops (one MMERE internal (1 day) and one for relevant external stakeholders (1/2 day), present the draft Corporate Plan 2019- 2021; facilitate discussions and record feed-back from the participants; and,

 

  1. Prepare a final Corporate Plan 2019 – 2021. 

 

Any interested groups and or individuals can submit an expression of interest.

 

Apart from other important information, your submission should include a quotation in SBD for each of the outputs and indicated timeframe as to when the outputs can be delivered.
