THE NAO PROGRAMME
The Development Co-operation and National Authorising Office (NAO) Team supports the Ministry to mobilise, manage and co-ordinate Official Development Assistance, and other external aid, to ensure integration and alignment with Solomon Island Government development priorities, strategies and delivery systems. The Team provides policy advice on development co-operation and management, operates as a focal point of contact for donor organisations, and works within international and regional frameworks on aid effectiveness. The Team operates the Office of the National Authorising Officer of the European Development Fund (EDF) in Solomon Islands in accordance with the responsibilities and obligations under the Cotonou Agreement.

Senior Finance Officer (1 Vacancy)
The Senior Finance Officer will be responsible for the NAO Office Accounts and Projects’ Financial Management. He/she will ensure that the NAO programmes meets the requirements of EDF Financial Regulations, to ensure accountability and transparency of all financial aspects of project and to contribute to the efficient use of management and external audit resources, whilst also complying with the requirements of the Solomon Islands Public Financial Management Act (2013) and Financial Instructions.
Specific skills required
The candidate should have Diploma and/or Degree in Accounting and/ Finance and Administration. Two years experience in administration and accounting and audit and finance would be an advantage. Familiarity with the mechanisms of international aid donors and specific knowledge of EU-EDF guidelines would be a distinct advantage. The candidate must be enthusiastic and willing to learn.
Computer skills are essential, especially good knowledge of MS Word and Excel plus internet.
