Assignment Title: TC 26/2018: Functional and Diagnostic Assessments for Rehabilitation of the Water Supply and Structural Systems of Water PNG Ltd ‘s’ ‘A’ (Lae) and ‘B’ (Madang, Wewak, Mt Hagen) Centers Including Design and Construction Supervision.

The Independent Sate of Papua New Guinea has involved financing from the World Bank toward the cost of the Water Supply and Sanitation Development Project and intends to apply part of proceeds for consulting services.
The consulting services (“the services”) involves conducting a functional and diagnostic assessment of the Water Supply and Waste Water systems, including condition assessment of the electrical, mechanical and structural systems of Water PNG Ltd.’s physical assets in ‘A’ (Lae) and ‘S’ (Madang. Wewak, Mt Hagen) centers and recommend the rehabilitation requirements.
Water PNG now invites eligible consulting firms (contractors) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- a) Experience in water supply systems construction supervision and contract management:
- b) Experience in functional diagnostic of water systems
- c) Irrelevant experience in undertaking structural and functional assessments of water infrastructure assets.
- d) Experience in bid evaluation for designs and construction bids and
- e) Experience working in PNG or another Pacific Island country or other countries with similar contextual environment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: “Selection and Employment of Consultants under BRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (revised July 2014). (‘Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.
Consultants may associates with other forms in the form of joint ventures or sub-consultancy to enhance their qualifications, the firms must document and demonstrate that they have experience in the areas stated in the shortlisting criteria stated above.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
